{"id":616090,"date":"2018-01-10T19:33:01","date_gmt":"2018-01-10T19:33:01","guid":{"rendered":"http:\/\/juniorminingnews.com\/?p=616090"},"modified":"2018-01-10T19:33:01","modified_gmt":"2018-01-10T19:33:01","slug":"giant-bougainville-mine-restart-stalls-on-moratorium-over-fears-of-civil-unrest-2","status":"publish","type":"post","link":"https:\/\/juniorminingnews.com\/?p=616090","title":{"rendered":"Giant Bougainville mine restart stalls on moratorium over fears of civil unrest"},"content":{"rendered":"<p><span style=\"font-style:italic;font-size:16px\">By  <a class=\"colorbox\" href=\"http:\/\/juniormininganalyst.com\/giant-bougainville-mine-restart-stalls-on-moratorium-over-fears-of-civil-unrest\/\">analyst<\/a><\/span>  <\/p>\n<p><span>By  <a class=\"colorbox\" href=\"http:\/\/www.mining.com\/giant-bougainville-mine-restart-stalls-moratorium-fears-civil-unrest\/\">Cecilia Jamasmie<\/a><\/span>  <\/p>\n<p>The government of Boungaville, an autonomous region in Papua New Guinea, has set an indefinite freeze on plans to restart mining at one of the world&#8217;s biggest open-pit copper operations, shut by a civil war in 1989.<\/p>\n<p>Authorities fear the reopening of Panguna mine, <a class=\"colorbox\" href=\"http:\/\/www.mining.com\/rio-tinto-donates-stake-in-png-copper-gold-mine-with-51bn-in-reserves\/\" target=\"_blank\">donated by Rio Tinto in 2016<\/a>, could open old wounds, as landowners voted last month on whether or not Bougainville Copper Limited (BCL) \u2014 the operator <a class=\"colorbox\" href=\"http:\/\/www.mining.com\/ownership-of-panguna-copper-gold-mine-triggers-fresh-dispute\/\" target=\"_blank\">now backed by the Autonomous Bougainville Government (ABG) and the PNG government<\/a> \u2014 should be allowed to renew its mining licence and potentially reopen the mine.<\/p>\n<p>Authorities fear the reopening of Panguna mine, donated by Rio Tinto in 2016, could open old wounds.<\/p>\n<p>The result was split and ABG President, John Momis, said that division could be dangerous.<\/p>\n<p>\u201cIf we went ahead now, you could be causing a total explosion of the situation again,\u201d he <a class=\"colorbox\" href=\"http:\/\/www.abc.net.au\/news\/2018-01-08\/bougainville-mining-moratorium-panguna-site\/9311022\" target=\"_blank\">told the Australian Broadcasting Corporation<\/a>.<\/p>\n<p>Momis added the moratorium was focussed more on closing the door on BCL rather than mining itself. He claims other developers are showing interest in Panguna.<\/p>\n<p>The abandoned copper and gold mine contains one of the world&#8217;s largest copper deposits. During Panguna&#8217;s 17-year life until its closure, it was credited for generating about 44% of PNG&#8217;s gross domestic product.<\/p>\n<p>Arguments over mine pollution and compensation to locals were <a class=\"colorbox\" href=\"http:\/\/www.mining.com\/what-happened-at-bouganville\/\" target=\"_blank\">central to the conflict<\/a> that killed tens of thousands of people.<\/p>\n<p>It&#8217;s believed the mine still holds about 5.3 million tonnes of copper and 19.3 million ounces of gold.
