This has always been a great and popular middle class tax break that works, and it stays!<\/p>\n<p>Does the great and popular middle-class tax break stay as Trump claims?<\/p>\n<p>Or is it subject to negotiation?<\/p>\n<p>But a more fundamental question presents itself:<\/p>\n<p>Why would Republicans venture upon such a proposal at all?<\/p>\n<p>The answer reduces itself to two words: tax reform.<\/p>\n<p>If the Republican Congress intends to lower taxes without lowering spending, it needs to locate additional revenue sources to make the shortage good.<\/p>\n<p>Tax cuts must be \u201cpaid for,\u201d that is.<\/p>\n<p>We avoid reporting arcana such as the tax arrangements of 401(k) plans for the same reason we avoid reporting the progress of drying paint or the daily gains of the grass outside.<\/p>\n<p>But in order to give the full story, we must briefly consecrate ourself to that sleepy task\u2026<\/p>\n<p>In Uncle Sam&#8217;s game of \u201cpay me now or pay me later,\u201d 401(k) plans pay later.<\/p>\n<p>The fellow collects his taxes at the back door on the way out when participants begin withdrawing their funds. Contributions enter the front door untaxed.<\/p>\n<p>Roth IRAs, on the other hand, invert the process \u2014 they pay Uncle Sam now instead of later.<\/p>\n<p>He sits at the front door and collects his toll on the way in.
