{"id":1205789,"date":"2020-09-06T07:30:00","date_gmt":"2020-09-06T12:30:00","guid":{"rendered":"https:\/\/www.mining.com\/?p=1034796"},"modified":"2020-09-06T07:30:00","modified_gmt":"2020-09-06T12:30:00","slug":"venezuelan-indigenous-group-rejects-presence-of-state-owned-mining-company-on-their-land","status":"publish","type":"post","link":"https:\/\/juniorminingnews.com\/?p=1205789","title":{"rendered":"Venezuelan Indigenous group rejects presence of state-owned mining company on their land"},"content":{"rendered":"<p>An indigenous community whose members belong to the Pem\u00f3n First Nation issued a <a href=\"https:\/\/www.derechos.org.ve\/actualidad\/pronunciamiento-del-pueblo-indigena-pemon-sobre-imposicion-de-corporacion-venezolana-de-mineria-en-su-territorio\"  rel=\"noreferrer noopener\">communiqu\u00e9<\/a> rejecting the opening of an office of the state-owned Venezuelan Mining Corporation in their traditional territory.<\/p>\n<p>In detail, the Pem\u00f3n from the Santo Domingo de Turas\u00e9n community in the Gran Sabana municipality of the southeastern Bol\u00edvar state said that they reject the fact that the VMC decided to open an office on their land without properly consulting them.<\/p>\n<p>\u201cWe are worried about the fact that for the last 20 years of the proposed transition towards a fairer and more democratic society, it has been impossible to displace or break the <a href=\"https:\/\/www.mining.com\/web\/maduro-digs-aides-hunt-emergency-escape-route\/\"  rel=\"noreferrer noopener\">corrupt and discredited elite<\/a> [that rules the country], who have not established proper communication channels with most of the Indigenous people,\u201d the statement reads.<\/p>\n<figure class=\"wp-block-pullquote alignright\">\n<blockquote>\n<p>The opening of an office of the Venezuelan Mining Corporation in Santa Elena de Uair\u00e9n is seen as a way of formalizing mining activities in protected areas<\/p>\n<\/blockquote>\n<\/figure>\n<p>The group reminded the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.mining.com\/web\/maduro-sold-40-venezuelas-gold-last-year-amid-cash-crunch\/\" >Nicol\u00e1s Maduro regime<\/a> that both the Venezuelan Constitution and the Law for Indigenous People and Communities establish that previous, informed and free consent is required prior to starting any project that may affect Indigenous lands and their resources. This includes mining and other extractive industries.<\/p>\n<p>The opening of the new office, which would be located in Santa Elena de Uair\u00e9n &#8211; the main town that serves the area where their community is located -, is seen by the community as a way of promoting and formalizing mining activities in protected areas such as the Canaima National Park.\u00a0<\/p>\n<p>It is also seen as a way to implement public policies that promote division between different Indigenous communities and weaken the organizational structures of Venezuelan First Nations.&nbsp;<\/p>\n<p>\u201cThey are not following the principles of respecting Indigenous peoples\u2019 sovereignty, sustainability, systematic vision, development under ecological principles and, particularly, of profound respect to Indigenous Peoples,\u201d the release states. \u201cThis is why we demand that all actors and government institutions comply with what the Constitution of the Bolivarian Republic of Venezuela stipulates when it comes to previous, informed and free consultation, respecting the criteria of interculturality, good faith and ancestral times.\u201d<\/p>\n<h3>Long-standing issue<\/h3>\n<p>For years now, environmental, human rights and First Nations groups have been denouncing <a href=\"https:\/\/www.mining.com\/venezuelan-ngo-says-illegal-mining-runs-rampant-protected-indigenous-land\/\"  rel=\"noreferrer noopener\">the ransacking of mineral resources<\/a> in different national parks within the Bol\u00edvar state.\u00a0<\/p>\n<p>This has been particularly the case since the establishment of the <a href=\"https:\/\/www.mining.com\/venezuelan-government-defends-mining-arc-environmentalists-say-not-working\/\"  rel=\"noreferrer noopener\">Mining Arc of the Orinoco River National Development Strategic Zone<\/a>, which is a 111,843 square-kilometre concession area that is equivalent to 12.2% of the country\u2019s landmass and where gold, diamond, iron ore, copper, bauxite, coltan, among other resources are allowed to be mined.\u00a0<\/p>\n<p>Even though the Arc was supposed to regulate mining in the region, in reality, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.mining.com\/new-massacre-venezuelas-mining-arc\/\" >murky operations<\/a> take place in and around its extension.<\/p>\n<p>Canaima National Park, which is home to massive rivers and waterfalls and is a Unesco World Heritage Site, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.mining.com\/venezuela-allows-gold-mining-in-river-basins\/\" >has become a particular area of interest<\/a>. This situation worries both the Pem\u00f3n and environmentalists, who have repeatedly called for a <a rel=\"noreferrer noopener\" href=\"https:\/\/www.mining.com\/ngos-want-venezuela-to-halt-mining-concessions-claim-violations-of-indigenous-rights\/\" >total halt of extractive activities in the area<\/a>.<\/p>\n<p>According to these groups, unregulated gold extraction is polluting the Carrao River and its tributaries within the park, threatening the safety and livelihood of the Indigenous communities that have lived there
