{"id":1202254,"date":"2020-08-18T12:47:00","date_gmt":"2020-08-18T17:47:00","guid":{"rendered":"https:\/\/www.mining.com\/?p=1033004"},"modified":"2020-08-18T12:47:00","modified_gmt":"2020-08-18T17:47:00","slug":"odyssey-presses-ahead-on-mexico-seabed-project","status":"publish","type":"post","link":"https:\/\/juniorminingnews.com\/?p=1202254","title":{"rendered":"Odyssey presses ahead on Mexico seabed project"},"content":{"rendered":"<p>US-based Odyssey Marine Exploration hasn\u2019t given up intentions to move forward with a phosphate seabed mining project&nbsp;in Mexico\u2019s Exclusive Economic Zone (EEZ), despite two permit rejections.<\/p>\n<p>The Florida-based company, through its Mexican subsidiary Exploraciones Oce\u00e1nicas, aims to dredge phosphate sands from one of the American continent\u2019s biggest deposits of the fertilizer.<\/p>\n<p>The asset, located 40km off the Pacific coast of Baja California Sur state, contains 588 million tonnes of phosphate ore, with places it ahead of other major deposits located in Brazil and Peru, the company says.<\/p>\n<figure class=\"wp-block-pullquote alignright\">\n<blockquote>\n<p>The asset, located 40km off the Pacific coast of Baja California Sur state, contains 588 million tonnes of phosphate ore.<\/p>\n<\/blockquote>\n<\/figure>\n<p>Mexico\u2019s environment ministry rejected in 2016 and 2018 the company\u2019s environmental permit application for the project. It said at the time that the development posed risks for species in the area including whales, dolphins, orcas, sea lions, birds and sea turtles.<\/p>\n<p>The company took the case to a binational arbitration panel as it\u2019s claiming a $3.5 billion <a href=\"https:\/\/investmentpolicy.unctad.org\/investment-dispute-settlement\/cases\/977\/odyssey-v-mexico\"  rel=\"noreferrer noopener\">compensation for damages<\/a> under Chapter XI of the North American Free Trade Agreement (NAFTA).<\/p>\n<p>Releasing <a rel=\"noreferrer noopener\" href=\"http:\/\/ir.odysseymarine.com\/news-releases\/news-release-details\/odyssey-marine-exploration-reports-second-quarter-2020-results\" >results for the second quarter<\/a>, Odyssey it continued to work through diplomatic channels to resolve the dispute while its legal team advances two separate processes.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/www.mining.com\/wp-content\/uploads\/2020\/08\/phosphate-reserves-latin-america.jpg\" alt=\"Odyssey presses ahead on Mexico seabed project\" class=\"wp-image-1033009\" srcset=\"https:\/\/www.mining.com\/wp-content\/uploads\/2020\/08\/phosphate-reserves-latin-america.jpg 845w, https:\/\/www.mining.com\/wp-content\/uploads\/2020\/08\/phosphate-reserves-latin-america-300x208.jpg 300w, https:\/\/www.mining.com\/wp-content\/uploads\/2020\/08\/phosphate-reserves-latin-america-768x533.jpg 768w\" sizes=\"(max-width: 845px) 100vw, 845px\" \/><figcaption><em>Courtesy of <a href=\"https:\/\/exploracionesoceanicas.mx\/en\/pdf\/DD_NTSingles_101218.pdf\"  rel=\"noopener noreferrer\">Exploraciones Oce\u00e1nicas.<\/a><\/em><\/p>\n<\/figcaption><\/figure>\n<p>\u201cWe continue to work in good faith with the current administration to reach a mutually beneficial outcome for the project,\u201d chief executive Mark Gordon said.<\/p>\n<p>\u201cWhile we are hopeful an agreement will be reached, we must continue to pursue our&nbsp;NAFTA claim against Mexico to protect our shareholders\u2019 rights,\u201d Gordon noted.<\/p>\n<p>Odyssey believes the project is essential to Mexico\u2019s food sovereignty as it would reduce the country\u2019s dependence on fertilizer imports.<\/p>\n<p>The company aims to mine phosphate from the seabed through underwater dredging. The technology, says the company, carries out minimum risk to aquatic habitats and it has been used for over 30 years across the world.<\/p>\n<p>The extraction process is mechanical, which means that it doesn\u2019t not use chemicals. Only shells, oversized material and fines are returned to the seabed, Odyssey says.<\/p>\n<p>The company also argues that the targeted area supports low biodiversity compared to nearby deeper and shallower waters.<\/p>\n<h2><strong>Seafloor nodules<\/strong><\/h2>\n<p>Mining the seafloor opens a vast source of key metals needed for clean energy. Experts warn, however, that no licences should be granted until a full evaluation of projects\u2019 likely environmental impacts is conducted.<\/p>\n<p>A report commissioned by the High Level Panel for a Sustainable Ocean Economy (Ocean Panel), <a href=\"https:\/\/www.mining.com\/experts-call-for-plan-to-protect-deep-sea-life-from-mining\/\"  rel=\"noreferrer noopener\">published in June<\/a>, recommended a precautionary approach to deep-sea mining. Otherwise, they believe the activity would likely cause irreversible damage to global aquatic ecosystems.<\/p>\n<p>The main target of companies planning to mine underwater are polymetallic nodules.
