{"id":1190700,"date":"2020-06-17T06:23:00","date_gmt":"2020-06-17T11:23:00","guid":{"rendered":"https:\/\/www.mining.com\/?p=1027289"},"modified":"2020-06-17T06:23:00","modified_gmt":"2020-06-17T11:23:00","slug":"northern-dynasty-to-share-pebble-mine-revenue-with-locals","status":"publish","type":"post","link":"https:\/\/juniorminingnews.com\/?p=1190700","title":{"rendered":"Northern Dynasty to share Pebble mine revenue with locals"},"content":{"rendered":"<p>Northern Dynasty Minerals (TSX: NDM), the company behind a proposed massive copper-gold mine in southwest Alaska, has <a href=\"https:\/\/www.northerndynastyminerals.com\/site\/assets\/files\/4833\/2020-06-16-nr-ndm.pdf\"  rel=\"noreferrer noopener\">announced a revenue sharing program<\/a> for full-time residents of Bristol Bay.<\/p>\n<p>The initiative would distribute a 3% of the revenue generated from the Pebble copper-gold-silver mine among adult locals who subscribe as participants of the &#8220;Pebble performance dividend&#8221;&nbsp;plan.<\/p>\n<p>Northern Dynasty\u2019s subsidiary Pebble Limited Partnership said the dividend would distribute a guaranteed minimum annual payment of $3 million, beginning &#8220;at the outset of project construction&#8221;.<\/p>\n<p>The US-based unit noted the revenue-sharing&nbsp;plan was intended to mirror Alaska&#8217;s Permanent Fund, which distributed an annual dividend to the state&#8217;s full-time residents based on revenue derived from natural resource activity.<\/p>\n<figure class=\"wp-block-pullquote alignright\">\n<blockquote>\n<p>Dividend will distribute a guaranteed minimum annual payment of $3 million.<\/p>\n<\/blockquote>\n<\/figure>\n<p>&#8220;When we rolled out our new, smaller mine plan in 2017, I made a commitment to find a way to share the opportunity Pebble represents with the residents of Bristol Bay. While not everyone will want to work at the mine, this ensures a direct way for everyone to participate,&#8221; Pebble Partnership chief executive, Tom Collier, <a href=\"https:\/\/www.northerndynastyminerals.com\/site\/assets\/files\/4833\/2020-06-16-nr-ndm.pdf\"  rel=\"noreferrer noopener\">said in the statement<\/a>.<\/p>\n<p>&#8220;Whether a resident supports the project, opposes it, or is neutral, anyone who is a year-round resident can participate. However, year-round residents who want to share in this opportunity must register their interest.&#8221;<\/p>\n<p>Northern Dynasty said it expected to receive a final environmental impact statement from the US Army Corps of Engineers &#8220;within a matter of weeks&#8221;, as the Environmental Protection Agency (EPA)&nbsp;declined in May to subject the project to water pollution restrictions&nbsp;evaluations. Such assessments have effectively stalled the project since they were outlined in 2014.<\/p>\n<p>EPA\u2019s move reduced the likelihood of a potential confrontation with the Army Corps of Engineers over greenlighting Pebble mine.<\/p>\n<p>It also paved the way for a positive federal license decision this summer, which would allow the Pebble Partnership to kick off construction.<\/p>\n<h2><strong>No &#8220;salmon for gold&#8221; trade<\/strong><\/h2>\n<p>The Bristol Bay Native Corporation (BBNC) reacted to the news by saying the mine proponents should spend time and resources &#8220;addressing the many concerns raised by the EIS process rather than on a pay-off programme premised on a mining project that has no future in Bristol Bay&#8221;.<\/p>\n<p>&#8220;We will not trade salmon for gold, and we will not be swayed by promises of cash payments from a proposed mine that cannot and should not be built,&#8221; BBNC president and CEO Jason Metrokin said in a separate statement.<\/p>\n<p>Pebble scored a big win last year after the EPA&nbsp;<a href=\"https:\/\/mining.com\/epa-sued-over-process-that-could-block-pebble-mine-in-alaska-34804\/\"  rel=\"noreferrer noopener\">scrapped the proposed restrictions<\/a>&nbsp;on mining operations in Bristol Bay, which prevented the project\u2019s consideration.<\/p>\n<p>The agency also issued a letter saying the project \u201cmay\u201d result in substantial and unacceptable impacts to aquatic resources. Such observation was a specific step in a sequence established to deal with inter-agency disagreements over Clean Water Act permits.<\/p>\n<p>Last month, however,&nbsp;<a href=\"https:\/\/www.epa.gov\/sites\/production\/files\/2020-05\/documents\/bristol-bay-404q-supplemental-comments-5-28-2020.pdf\"  rel=\"noreferrer noopener\">it issued new a letter<\/a>&nbsp;downplaying the possible loss of streams and other wetlands the project might cause.<\/p>\n<h2><strong>Checkered past<\/strong><\/h2>\n<p>Pebble\u2019s development has been shrouded in&nbsp;<a href=\"https:\/\/www.mining.com\/epa-northern-dynasty-settle-dispute-pebble-mine\/\"  rel=\"noreferrer noopener\">controversy and delays<\/a>, including the EPA\u2019s decision in 2014 to propose restricting the discharge of mining waste and other materials in the area.<\/p>\n<p>Criticism prompted the Vancouver-based company to submit a new, smaller mine plan that includes lined tailings, and discard the use of cyanide in the gold extraction process.<\/p>\n<p>The miner was finally able to move forward with the project\u2019s permitting process after Donald Trump assumed as President of the US.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/www.mining.com\/wp-content\/uploads\/2019\/03\/pebble-mine-location.jpg\" alt=\"Northern Dynasty raises $10 million to further develop mine in Alaska\" class=\"wp-image-976038\" srcset=\"https:\/\/www.mining.com\/wp-content\/uploads\/2019\/03\/pebble-mine-location.jpg 900w, https:\/\/www.mining.com\/wp-content\/uploads\/2019\/03\/pebble-mine-location-300x253.jpg 300w, https:\/\/www.mining.com\/wp-content\/uploads\/2019\/03\/pebble-mine-location-768x647.jpg 768w, https:\/\/www.mining.com\/wp-content\/uploads\/2019\/03\/pebble-mine-location-150x125.jpg 150w\" sizes=\"(max-width: 900px) 100vw, 900px\" \/><figcaption>There are currently four operating mines and four late stage development projects in Alaska.
