{"id":1167691,"date":"2020-02-25T10:09:31","date_gmt":"2020-02-25T16:09:31","guid":{"rendered":"https:\/\/www.mining.com\/?p=1015051"},"modified":"2020-02-25T10:09:31","modified_gmt":"2020-02-25T16:09:31","slug":"russia-pushes-to-end-partial-ban-on-diamond-exports-from-car","status":"publish","type":"post","link":"https:\/\/juniorminingnews.com\/?p=1167691","title":{"rendered":"Russia pushes to end partial ban on diamond exports from CAR"},"content":{"rendered":"<p>Russia, this year\u2019s chairing country of the&nbsp;Kimberley&nbsp;Process,<br \/>\na certification scheme established to prevent&nbsp;the trade of conflict<br \/>\ndiamonds, has vowed to work on lifting all remaining sanctions to exports of precious<br \/>\nstones from Central Africa Republic (CAR).&nbsp;<\/p>\n<div class='d-flex justify-content-center d-xs-block d-sm-block d-md-none'>\n<div id='div-gpt-ad-1561499308230-0'><script>googletag.cmd.push(function() {googletag.display('div-gpt-ad-1561499308230-0');});<\/script><\/div>\n<\/div>\n<p>The country partially <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.mining.com\/diamond-exports-ban-lifted-from-central-african-republic\/\" >resumed diamond shipments in 2016<\/a>, following\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/mining.com\/central-african-republic-banned-from-blood-diamonds-watchdog-74851\/\" >a three-year ban<\/a>\u00a0that tried preventing armed groups from financing one of the bloodiest conflicts the region has seen in recent years by illegally selling gems dug up in CAR.<\/p>\n<figure class=\"wp-block-pullquote alignright\">\n<blockquote>\n<p>&#8220;Current restrictions have increased the amount of diamonds sold illegally, generating profits for middlemen rather than local communities.&#8221;<\/p>\n<p><cite> <br \/> Alexey Moiseev,  chairman of the Kimberly Process <\/cite><\/p><\/blockquote>\n<\/figure>\n<p>The chairman of the Kimberly Process, Alexey Moiseev, said that current restrictions have increased the amount of diamonds sold illegally, generating profits for middlemen rather than local communities.<\/p>\n<p>Moiseev, who is also Russia&#8217;s minister of finance added he didn\u2019t believe in opening \u201call the country\u2019s gates\u201d to diamond exports, as some still don\u2019t comply with the basic conditions imposed by the industry body.<\/p>\n<p>Since the 2013 full ban on diamond trade was lifted, CAR has<br \/>\nbeen divided into so-called green areas,&nbsp;from&nbsp;where exports are allowed,<br \/>\nand red areas (in the&nbsp;country\u2019s north and east, controlled by<br \/>\nanti-governmental armed groups) where the ban is still active.<\/p>\n<p>In 2012, the country ranked 12th among the world\u2019s largest diamond<br \/>\nproducers.
