This means that the mining minister is allowed to award contracts and concessions at his or her own discretion. <\/p>\n<p>By eliminating such discretionary actions, \u201cthe process of free competition and equal access is strengthened, which could be attractive for private investors,\u201d the commission said in a <a href=\"https:\/\/www.asambleanacional.gob.ec\/es\/noticia\/65441-listo-informe-para-segundo-debate-de-reformas-la-ley-de\"  rel=\"noreferrer noopener\" aria-label=\"press bulletin (opens in a new tab)\">press bulletin<\/a>.<\/p>\n<p>The group\u2019s president, Daniel Mendoza, <a href=\"https:\/\/www.eluniverso.com\/noticias\/2020\/02\/23\/nota\/7753641\/asamblea-alista-nuevas-reglas-concesiones-mineras\"  rel=\"noreferrer noopener\" aria-label=\"told (opens in a new tab)\">told<\/a> local newspaper<em> El Universo<\/em> that they saw the urgent need to change the law because there are complaints related to the direct adjudication of mining concessions.
