{"id":1121305,"date":"2019-06-14T22:33:11","date_gmt":"2019-06-14T22:33:11","guid":{"rendered":"https:\/\/www.mining.com\/?p=993832"},"modified":"2019-06-14T22:33:11","modified_gmt":"2019-06-14T22:33:11","slug":"us-epa-to-probe-permits-issued-to-polymets-copper-nickel-project-in-minnesota","status":"publish","type":"post","link":"https:\/\/juniorminingnews.com\/?p=1121305","title":{"rendered":"US EPA to probe permits issued to PolyMet\u2019s copper-nickel project in Minnesota"},"content":{"rendered":"<p>The US<br \/>\nEnvironmental Protection Agency&#8217;s (EPA) internal watchdog is launching a probe<br \/>\ninto the permitting process for PolyMet Mining\u2019s planned $1 billion copper-nickel<br \/>\nmine in Minnesota, amid doubts the project really complies with Clean Water Act<br \/>\nrequirements.<\/p>\n<p>According to <a href=\"https:\/\/waterlegacy.org\/wp-content\/uploads\/WaterLegacy-June-19-Release-.pdf\">documents<br \/>\nreleased late Thursday<\/a>, EPA staff scientists&nbsp;voiced their concerns<br \/>\nabout key permits for the NorthMet project issued by the Minnesota Pollution<br \/>\nControl Agency (MPCA) in late 2018. <\/p>\n<p>The agency,<br \/>\nhowever, granted the PolyMet water pollution and air permits for its project,<br \/>\nset to become the state\u2019s first copper-nickel mine, after reviewing EPA\u2019s<br \/>\ncomments and concerns, advocacy group and opponent to the mine, WaterLegacy, <a href=\"https:\/\/waterlegacy.org\/wp-content\/uploads\/WaterLegacy-June-19-Release-.pdf\">said<br \/>\nin a statement<\/a>.<\/p>\n<p>EPA\u2019s objections<br \/>\nwere made public following&nbsp;a lawsuit filed in February by&nbsp;Public<br \/>\nEmployees for Environmental Responsibility on behalf of WaterLegacy, which<br \/>\nsought to uncover the documents showing the agency warned the MPCA the draft<br \/>\nlicences lacked water-quality-based effluent limitations.<\/p>\n<p>PCA spokesperson<br \/>\nDarin Broton said the final permits include clear caps on pollutants present in<br \/>\nwater discharge.<\/p>\n<p>\u201cSimilar to other<br \/>\ncomplex projects, the MPCA and EPA had frequent conversations during the entire<br \/>\npermitting process to discuss technical items,\u201d Broton said in a<br \/>\nstatement.&nbsp;\u201cBased on those conversations, as well as other comments<br \/>\nreceived from the public during the official comment period, the MPCA made<br \/>\nsubstantive changes to the draft permit, including additional operating limits<br \/>\nfor arsenic, cobalt, lead, nickel, and mercury; and new language was added that<br \/>\nclearly states that the discharge must not violate water quality standards.<br \/>\nThat\u2019s why EPA did not object to the MPCA\u2019s final permit.\u201d<\/p>\n<p>NorthMet is not<br \/>\nthe only project having a hard time to move forward in Minnesota. Chilean miner<br \/>\nAntofagasta (LON:ANTO), through its&nbsp;<a href=\"http:\/\/www.antofagasta.co.uk\/what-we-do\/locations\/usa\/twin-metals\/\"  rel=\"noreferrer noopener\">subsidiary Twin Metals<\/a>,&nbsp;is facing <a href=\"https:\/\/www.mining.com\/minnesota-environmentalists-step-fight-twin-metals-copper-project\/\">concerns<br \/>\nfrom locals about the risks<\/a> its proposed underground copper-nickel mine and<br \/>\nprocessing facility along the shores of Birch Lake and the South Kawishiwi<br \/>\nRiver, which lie in the Rainy River watershed, would carry.<\/p>\n<p>Last month, more<br \/>\nthan two dozen former US Forest Service staffers&nbsp;<a href=\"https:\/\/www.mining.com\/minnesota-environmentalists-step-fight-twin-metals-copper-project\/\">sent<br \/>\na letter to the government<\/a>, outlining their worries.<\/p>\n<p>\u201cIrrefutable<br \/>\nscientific studies and all of our experience tell us that in this extremely<br \/>\nvaluable, water-rich and highly interconnected place you simply cannot have<br \/>\nboth copper mining and healthy forests, water and communities,\u201d the letter,<br \/>\naddressed to U.S. Agriculture Secretary Sonny Perdue, who oversees the Forest<br \/>\nService, and Interior Secretary David Bernhardt, reads.<\/p>\n<p>\u201cSpeculation about<br \/>\nthe impact of a potential mine at this time, before a proposal has even been<br \/>\nsubmitted, is just that \u2014 speculation,\u201d the company said in a statement&nbsp;<a href=\"https:\/\/www.mprnews.org\/story\/2019\/05\/03\/retired-forest-service-officials-raise-concerns-about-twin-metals-\"  rel=\"noreferrer noopener\">sent to MPRNews<\/a>.<\/p>\n<p>Meanwhile, a<br \/>\ncoalition of businesses, environmental advocates and outdoor recreation groups<br \/>\nof Minnesota, are challenging the Trump administration\u2019s reversal of<a href=\"https:\/\/www.wsj.com\/articles\/trump-administration-to-grant-mining-leases-that-will-benefit-landlord-of-presidents-daughter-ivanka-trump-1513989674\">&nbsp;an<br \/>\nObama-era decision<\/a>&nbsp;blocking all new mining projects within the<br \/>\nwatershed where Antofagasta\u2019s mine would be for 20 years.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>According to
