{"id":1120537,"date":"2019-06-11T16:22:36","date_gmt":"2019-06-11T16:22:36","guid":{"rendered":"https:\/\/www.mining.com\/?p=992940"},"modified":"2019-06-11T18:22:36","modified_gmt":"2019-06-11T18:22:36","slug":"china-kicks-off-national-survey-of-rare-earth-resources-amid-threats-of-supply-curbs","status":"publish","type":"post","link":"https:\/\/juniorminingnews.com\/?p=1120537","title":{"rendered":"China kicks off national survey of rare earth resources amid threats of supply curbs"},"content":{"rendered":"<p>China, the world&#8217;s top producer of rare earth elements, has launched a wide-ranging survey of local production in seven regions, including Inner Mongolia and Jiangxi province, amid Beijing\u2019s threats to curb global supplies in retaliation for tariffs imposed on imports to the United States.<\/p>\n<p>According to <a href=\"https:\/\/mp.weixin.qq.com\/s\/IDM5xKem_ug3siSbGdSRZg\"  rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">China Securities Journal<\/a>, the nation\u2019s state planner, industry ministry and the natural resources ministry began site visits and meetings across the country on Monday to assess the \u201cgeneral upstream, midstream and downstream situation of rare earths and other strategic mineral resources.\u201d<\/p>\n<p>China has for years been the world&#8217;s biggest exporter of rare earths, a group of 17 minerals used in everything from high-tech consumer electronics to military equipment.<\/p>\n<figure class=\"wp-block-pullquote\">\n<blockquote>\n<p>The move comes amid Beijing\u2019s threats of curbing global supplies in retaliation for tariffs imposed on imports into the United States<\/p>\n<\/blockquote>\n<\/figure>\n<p>Despite their name, rare earths are not rare. According to the United States Geological Survey (USGS), they are roughly as common as copper. But, because rare earth ores oxidize quickly, extracting them is both difficult and extremely polluting.<\/p>\n<p>China currently accounts for 70% of global production, but has lately <a href=\"http:\/\/www.mining.com\/web\/china-becomes-worlds-biggest-importer-rare-earths-analysts\/\"  rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">reduced domestic production<\/a> as the government cracks down on illegal mining and pollution.<\/p>\n<p>That explains why speculation of supply cuts to the US, a major buyer, has sent the stock prices of rare earth companies, including Australia\u2019s Lynas (the only major rare earth producer outside China) <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"http:\/\/www.mining.com\/rare-earth-stocks-come-winners-china-us-trade-war\/\" >skyrocketing over the last few days<\/a>.<\/p>\n<ul class=\"wp-block-gallery columns-1 is-cropped\">\n<li class=\"blocks-gallery-item\">\n<figure><img decoding=\"async\" src=\"https:\/\/www.mining.com\/wp-content\/uploads\/2019\/06\/china-rree-rampup-bloomberg-1-1024x580.png\" alt=\"\" data-id=\"992949\" data-link=\"https:\/\/www.mining.com\/china-kicks-off-national-survey-of-rare-earth-resources-amid-threats-of-supply-curbs\/china-rree-rampup-bloomberg-2\/\" class=\"wp-image-992949\" srcset=\"https:\/\/www.mining.com\/wp-content\/uploads\/2019\/06\/china-rree-rampup-bloomberg-1-1024x580.png 1024w, https:\/\/www.mining.com\/wp-content\/uploads\/2019\/06\/china-rree-rampup-bloomberg-1-300x170.png 300w, https:\/\/www.mining.com\/wp-content\/uploads\/2019\/06\/china-rree-rampup-bloomberg-1-768x435.png 768w, https:\/\/www.mining.com\/wp-content\/uploads\/2019\/06\/china-rree-rampup-bloomberg-1.png 1296w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/li>\n<\/ul>\n<p>Last week, after President Xi Jinping visited a rare earths processing facility, China&#8217;s National Development and Reform Commission \u2014 Beijing&#8217;s guiding economic agency \u2014 quoted an unnamed official questioning whether the trade of the critical materials could be China&#8217;s &#8220;counter-weapon&#8221; against  President Donald Trump\u2019s escalating trade war.<\/p>\n<p>The only rare earths mine in the US, Molycorp\u2019s Mountain Pass, went bankrupt in 2015 \u2013 though it is <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"http:\/\/www.mining.com\/web\/californian-rare-earths-mine-caught-trump-china\/\" >making a comeback<\/a>, having been purchased by a US-led consortium. Along with new output from countries such as Australia and Myanmar, the mine helped cut China&#8217;s share of global production to around 70% last year from more than 97%, according to the USGS.<\/p>\n<ul class=\"wp-block-gallery columns-1 is-cropped\">\n<li class=\"blocks-gallery-item\">\n<figure><img decoding=\"async\"
