{"id":1106906,"date":"2019-03-22T16:15:42","date_gmt":"2019-03-22T16:15:42","guid":{"rendered":"http:\/\/www.mining.com\/?p=977822"},"modified":"2019-03-22T16:15:42","modified_gmt":"2019-03-22T16:15:42","slug":"hudbay-minerals-granted-final-permit-for-1-9b-rosemont-copper-mine","status":"publish","type":"post","link":"https:\/\/juniorminingnews.com\/?p=1106906","title":{"rendered":"Hudbay Minerals granted final permit for $1.9B Rosemont copper mine"},"content":{"rendered":"<p>Canadian miner Hudbay Minerals (TSX, NYSE: HBM) scored a big win this week after the U.S. Forest Service <a href=\"https:\/\/www.hudbayminerals.com\/English\/Media-Centre\/News-Releases\/News-Release-Details\/2019\/Hudbay-Receives-the-Mine-Plan-of-Operations-for-Rosemont\/default.aspx\"  rel=\"noopener\">approved the company\u2019s mine plan of operations<\/a> (MPO) for its $1.9 billion Rosemont copper project in Arizona.<\/p>\n<p>\u201cRosemont is now a fully permitted, shovel-ready copper project and we look forward to developing this world-class asset,\u201d president and chief executive\u00a0Alan Hair\u00a0said in a statement.<\/p>\n<p>The project, located about 50 km\u00a0southeast of Tucson, contemplates an open pit on the eastern slope of the Santa Rita that will churn out 112,000 tonnes of copper concentrate a year.<\/p>\n<p>It\u2019s expected to be the third-largest copper mine in the U.S., employing about 500 people and accounting for approximately 10% of the country\u2019s total copper production.<\/p>\n<p><q class='pullQuote-right'>Rosemont will be the third-largest copper mine in the U.S., employing about 500 people and accounting for approximately 10% of the country\u2019s total red metal production<\/q><\/p>\n<p>Hudbay Minerals and Rosemont\u2019s previous owner, <a href=\"http:\/\/www.mining.com\/hudbays-offer-for-augusta-finally-given-the-nod-96406\/\"  rel=\"noopener\">Augusta Resources<\/a>, had pushed to get the mine permitted for more than a decade, during which the project faced local opposition and skepticism from regulators about water issues in the semi-arid region.<\/p>\n<p>Only last week, the Toronto-based miner received the <a href=\"http:\/\/www.mining.com\/hudbay-moves-one-step-closer-rosemont-construction-water-permit\/\"  rel=\"noopener\">long-awaited water permit<\/a> from the U.S. Army Corps of Engineers, after outlining several measures to reduce impacts on the environment, including what it said it was an &#8220;unprecedented&#8221; use of dry-stack tailings.<\/p>\n<p>Hudbay intends to squeeze water for reuse from about 528 million tonnes of processed ore and to reduce water use by about 50%, compared to what it would consume if it were to use conventional tailings.<\/p>\n<p>Opponents, however, argue the measures still fall short.<\/p>\n<p>We&#8217;re going to fight this,&#8221; U.S. Rep. Ann Kirkpatrick, D-Tucson, <a href=\"http:\/\/www.tucsonsentinel.com\/local\/report\/032119_rosemont\/rosemont-plan-approved-but-heres-why-it-might-not-happen-fast\/\"  rel=\"noopener\">told the <em>Tucson Sentinel<\/em><\/a> after the announcement. &#8220;It&#8217;s not that I&#8217;m opposed to mining. I&#8217;m opposed to this mine because water&#8217;s a major problem in the area&#8230; (taking) water from the Green Valley aquifer will create irreversible water problems.&#8221;<\/p>\n<p>Environmental and community groups and three nations, including the Tohono O&#8217;odham Nation, have already filed suit to try to overturn the Forest Service decision. They say they&#8217;ll likely try to overturn the Corps decision as well.<\/p>\n<p>Hudbay has just\u00a0<a href=\"http:\/\/www.mining.com\/hudbay-buys-rosemont-partner-75m\/\">bought out its
